* FORECAST LAND SUPPLY FOR INDUSTRIAL USE

SHOULD CONTINUE TO EXCEED THE REQUIREMENTS TO SATISFY TERRITORIAL EMPLOYMENT NEEDS BOTH IN THE MEDIUM (1991) AND IN THE LONG TERM (2001). THE NEWLY PROPOSED PLOT RATIOS PERMITTING THE ADOPTION OF LOWER PLOT RATIOS SHOULD ASSIST IN ENCOURAGING END-USERS TO DEVELOP INDUSTRIAL LAND. THE COMMITTEE RECOMMENDS THAT DETAILED CONSIDERATION BE GIVEN TO THE FEASIBILITY OF REZONING SOME 40 HA - 50 HA OF INDUSTRIAL LAND POSSIBLY FOR PUBLIC RENTAL HOUSING WHICH COULD PRODUCE AN EQUIVALENT OF 26 000 TO 30 000 FLATS.

* THE COMMITTEE IS CONCERNED THAT THERE APPEARS TO BE AN OVER-CONCENTRATION OF COMMERCIAL OFFICES IN THE CENTRAL BUSINESS DISTRICTS AND THE INNER CITY DISTRICTS AND RECOMMENDS THAT A STUDY BE UNDERTAKEN TO EXAMINE THE FEASIBILITY OF OFFICE DECENTRALISATION,

IN ADDITION TO ITS WORK IN SETTING TARGETS, FORECASTING SUPPLY AND MONITORING PERFORMANCE IN LAND SUPPLY, THE COMMITTEE HAS ALSO STUDIED SUCH RELATED TOPICS AS:

* THE RELEASE OF CROWN LAND SITES WHICH ARE

CURRENTLY UNDER TEMPORARY OCCUPATION FOR THEIR INTENDED LONG-TERM DEVELOPMENT UNDER A FIVE-YEAR ROLLING PROGRAMME.

* THE CONCEPT OF LAND DEVELOPMENT CORPORATIONS

AS APPLIED TO URBAN RENEWAL AND REDEVELOPMENT. DURING THE YEAR, A WORKING GROUP WAS SET UP BY THE COMMITTEE TO EXAMINE THE INHERENT PROBLEMS OF URBAN RENEWAL AND TO RECOMMEND POSITIVE SOLUTIONS TO OVERCOME SUCH PROBLEMS. THE WORKING GROUP CONCLUDED THAT THE ESTABLISHMENT OF LAND DEVELOPMENT CORPORATIONS COULD BE ONE OF THE MOST EFFECTIVE METHODS OF ACHIEVING URBAN RENEWAL AND THAT THIS APPROACH SHOULD BE INCLUDED AS PART OF THE OVERALL BRIEF FOR A CONSULTANCY STUDY RELATING TO THE ESTABLISHMENT OF LAND

DEVELOPMENT CORPORATIONS. THIS CONSULTANCY STUDY WAS COMMISSIONED IN FEBRUARY THIS YEAR

AND WILL SUBMIT A FINAL REPORT ON ITS FINDINGS IN JULY.

THE COMMITTEE INTENDS TO GIVE DETAILED CONSIDERATION OVER THE NEXT YEAR TO A NUMBER OF SUBJECTS, INCLUDING:

* EXAMINING THE POSSIBILITIES OF EXPANDING EXISTING URBAN RENEWAL PROGRAMMES IN THE LIGHT OF THE FINDINGS OF THE CONSULTANCY STUDY ON LAND DEVELOPMENT CORPORATION;
