PROPOSED LEGISLATION DESIGNED TO IMPROVE ROAD SAFETY BY REMOVING IRRESPONSIBLE DRIVERS FROM THE ROAD TEMPORARILY IS PUBLISHED IN THE GOVERNMENT GAZETTE TODAY (THURSDAY).
THE ROAD TRAFFIC (DRIVING OFFENCE POINTS) BILL 1983 PROVIDES FOR THE RECORDING OF POINTS IN RELATION TO CONVICTIONS FOR VARIOUS ROAD TRAFFIC OFFENCES CONNECTED WITH ROAD SAFETY, AND FOR A DRIVER TO BE LIABLE FOR DISQUALIFICATION ON THE ACCUMULATION OF 15 OR MORE POINTS FOR OFFENCES COMMITTED WITHIN THREE YEARS OF EACH OTHER.
A GOVERNMENT SPOKESMAN SAID TODAY THAT IT WAS THE GOVERNMENT'S INTENTION THAT THE BILL, IF ENACTED, SHOULD COME INTO OPERATION ON THE SAME DAY AS, OR SHORTLY AFTER, THE IMPLEMENTATION OF THE REVISED ROAD TRAFFIC ORDINANCE IN APRIL 1984.
EXPLAINING THE NEED TO INTRODUCE THE PROPOSED LEGISLATION, THE SPOKESMAN SAID RESEARCH HAD INDICATED THAT A MAJORITY OF ROAD ACCIDENTS COULD BE ATTRIBUTED TO THE SHORTCOMINGS OF THE DRIVER RATHER THAN TO DEFECTS IN THE VEHICLE OR IN HIGHWAY ENGINEERING,
+A DRIVING OFFENCE POINTS SCHEME PROVIDES AN EFFECTIVE METHOD OF DIRECTLY DISCOURAGING BAD DRIVING BEHAVIOUR AND, AS A LAST RESORT, REMOVING UNSAFE DRIVERS FROM THE ROAD FOR TEMPORARY PERIODS, HE SAID.
THE SPOKESMAN STRESSED THAT THE PROPOSED POINTS SYSTEM SHOULD NOT BE A CAUSE FOR CONCERN FOR CAREFUL DRIVERS, PROFESSIONAL OR OTHERWISE.
