FORECAST LAND SUPPLY FOR INDUSTRIAL USE SHOULD CONTINUE TO EXCEED THAT NECESSARY SIMPLY TO SATISFY TERRITORIAL EMPLOYMENT NEEDS, GIVEN CURRENT SPACE REQUIREMENTS. COMMITTEE CONSIDERS THAT, AS INDUSTRY DIVERSIFIES,

THE

IT IS LIKELY TO BECOME MORE SPACE-INTENSIVE AND THEREFORE RECOMMENDS THAT SALES OF INDUSTRIAL LAND SHOULD CONTINUE AT CURRENT LEVELS. NEVERTHELESS THE COMMITTEE RECOGNISES THE NEED TO BE FLEXIBLE ABOUT POSSIBLE ALTERNATIVE USES FOR INDUSTRIAL LAND AND IT WILL BE GIVING DETAILED CONSIDERATION TO THE IMPLICATIONS OF A POSSIBLE OVER- SUPPLY OF INDUSTRIAL LAND AND TO THE QUESTION OF WHETHER THE POLICIES ESTABLISHED BY THE ADVISORY COMMITTEE ON DIVERSIFICATION REMAIN VALID IN PRESENT MARKET CONDITIONS.

THE COMMITTEE CONCLUDES THAT THE SUPPLY OF LAND FOR GOVERNMENT, INSTITUTIONAL AND COMMUNITY USES IS ADEQUATE IN NEW TOWN AREAS. SATISFACTORY PROVISION IN THE OLDER URBAN AREAS WILL DEPEND UPON PROGRESS MADE BY THE URBAN AREA DEVELOPMENT ORGANISATION.

* THE COMMITTEE RECOMMENDS THAT ADDITIONAL SITES FOR OFFICES

BE EARMARKED IN NEW TOWN AREAS AT KEY TRANSPORT INTERCHANGES AND PERHAPS IN SELECTED MAJOR INDUSTRIAL ZONES.

IN ADDITION TO ITS WORK IN SETTING TARGETS, FORECASTING SUPPLY AND MONITORING PERFORMANCES IN LAND SUPPLY, THE COMMITTEE HAS ALSO STUDIED SUCH RELATED TOPICS AS 1-

THE RATIONALISATION OF TEMPORARY USE OF LAND. WORK IS IN HAND TO ESTABLISH A ROLLING PROGRAMME WHICH WILL ENSURE THE RELEASE OF SALEABLE SITES QUICKLY AND THE CONCENTRATION OF TEMPORARY USES IN AREAS WHERE MAJOR DEVELOPMENT PLANS WOULD NOT BE COMPROMISED. THE LANDS DEPARTMENT WILL BE GIVING THIS MATTER A HIGH PRIORITY IN THE COMING MONTHS.

* THE CO-ORDINATION OF SQUATTER CLEARANCE WITH DEVELOPMENT

PROGRAMMES IN THE MAIN URBAN AREAS.

THE ESTABLISHMENT OF AN INTEGRATED, AND EVENTUALLY COMPUTER ISED LAND USE DATA SYSTEM. IN VIEW OF THE POTENTIAL OPERATIONAL BENEFITS OF SUCH A SYSTEM THE CONTINUING WORK ON THIS SUBJECT IS TO BE GIVEN A HIGH PRIORITY.

* THE ROLE OF THE PRIVATE SECTOR IN LAND PRODUCTION. THE

COMMITTEE PLACED GREAT EMPHASIS ON THIS SUBJECT DURING THE YEAR, AND SET UP A WORKING GROUP TO CONSIDER IT IN DETAIL.

ITS MAIN CONCLUSIONS ARE 1-

* THE EXTENT OF PRIVATE SECTOR PARTICIPATION IN LAND

PRODUCTION SHOULD BE DETERMINED ON THE BASIS OF A NUMBER OF IMPORTANT CRITERIA, INCLUDING THE NEED FOR ANY AREAS IDENTIFIED AS SUITABLE FOR DISPOSAL TO THE PRIVATE SECTOR TO BE SELF-CONTAINED, RELATIVELY FREE OF ACQUISITION AND CLEARANCE PROBLÉMS AND COMPATIBLE WITH GOVERNMENT'S STRATEGIC PLANNING.
