HANCI ROAD AREA REDEVELOPMENT

THE GOVERNMENT IS PREPARED TO CONSIDER GRANTING NEW LEASES TO SIX CORPORATIONS REPRESENTING ALL THE FORMER GROUND FLOOR OWNERS AND 34 FORMER UPPER FLOOR OWNERS OF LEASE EXPIRED PROPERTIES WITHIN THE COMPREHENSIVE REDEVELOPMENT AREA IN HANOI ROAD, TSIM SHA TSUI.

ANNOUNCING THIS TODAY (THURSDAY), A GOVERNMENT SPOKESMAN SAID THAT BEFORE THIS WAS DONE, THOSE FORMER OWNERS WHO WERE NOT PARTY TO THE SUCCESSFUL APPLICATIONS FOR THE GRANT OF NEW LEASES WOULD BE GIVEN A FINAL OPPORTUNITY TO TAKE PART.

+THEY WOULD BE GIVEN TWO MONTHS TO INDICATE WHETHER THEY WISH TO PARTICIPATE, HE SAID. AFTER THE TWO-MONTH PERIOD, NO FURTHER ACCOUNT WILL BE TAKEN OF THEIR NON-PARTICIPATION. +

THE SPOKESMAN RECALLED THAT ALL REGISTERED OWNERS OF INDIVIDUAL PROPERTIES WITHIN THE COMPREHENSIVE REDEVELOPMENT AREA IN HANOI ROAD WERE INFORMED OF THE GOVERNMENT'S PROPOSALS FOR THE AREA IN NOVEMBER 1978.

DETAILS OF THE PROPOSALS WERE CONTAINED IN A DOCUMENT, COPIES OF WHICH WERE GIVEN TO THEM EXPLAINING THE OUTLINE TERMS OF GRANT OF CROWN LEASES FOR THE AREA.

THE PRIMARY OBJECTIVE OF THE GOVERNMENT, HE ADDED, HAD BEEN TO TRY AND ENSURE COMPREHENSIVE REDEVELOPMENT OF THE AREA SO THAT THE ENVIRONMENT AND LAYOUT OF THIS PART OF TSIM SHA TSUI COULD BE IMPROVED. IT WAS ALSO GOVERNMENT'S INTENTION TO GIVE THE FORMER OWNERS EVERY OPPORTUNITY TO PARTICIPATE IN THE REDEVELOPMENT SCHEME.

THE SPOKESMAN SAID THAT IN JANUARY 1979, PROVISIONAL BASIC TERMS OF REGRANT WERE SENT TO ALL REGISTERED OWNERS OF PROPERTIES TO DRAW THEIR ATTENTION TO WHAT THE PREMIA AND DEVELOPMENT CONDITIONS WERE LIKELY TO BE.

ACCEPTANCE OF THE PROVISIONAL BASIC TERMS OFFER WAS RECEIVED FROM MORE THAN 75 PER CENT OF THE FORMER OWNERS OF EACH OF THE SIX NEW SITES, IN RATEABLE VALUE TERMS, IN DECEMBER 1979.

IN SEPTEMBER 1980, A MASTER DEVELOPMENT PLAN WAS SUBMITTED TO THE TOWN PLANNING BOARD BY THE FORMER OWNERS.

THE SPOKESMAN SAID THAT THE PLAN, APPROVED BY THE BOARD IN FEBRUARY 1981, HAD THE SUPPORT OF ABOUT 98.5 PER CENT OF THE TOTAL FORMER OWNERS CALCULATED ON THE BASIS OF RATEABLE VALUE, WHICH WAS CONSIDERABLY MORE THAN THE 75 PER CENT REQUIREMENT STIPULATED UNDER THE OUTLINE TERMS OF GRANT.
