Mr Tsang Pak-yue
Mr Tsang joined the Civil Service as an Assistant Revenue Officer in 1959, was promoted to Revenue Officer in 1970 and to Throughout his 21 years in the Senior Customs Officer in 1978. Customs and Excise Service, he has contributed significantly towards the morale and efficiency of the divisions in which he has served, and has gained the respect and affection of his colleagues, both senior and junior. He has been commended on three occasions for his devotion to duty, diligence, exemplary qualities of leadership, initiative and organising ability.

Mr LEUNG Kai-chung
Mr Leung joined the Agriculture and Fisheries Department in 1963 as a Labourer in the Large Animal Quarantine Unit. He was promoted to Field Assistant in 1969.
During
his service with the Unit he distinguished himself through hard work, resourcefulness and willingness to accept responsibili- ty. When rabies broke out in October 1980 he was re-deployed on rabies control duties and took charge of the day-to-day staff planning, transportation and equipment for the North
In the Eastern New Territories, including the Border Area. early critical months of the outbreak Mr Leung cheerfully worked long irregular hours, setting an admirable example and inspiration to the staff under his control.
