SPEECH BY H.5. THE GOVERNOR AT THE PRISONS DEPARTMENT ANNUAL INSPECTION
ON FRIDAY, JANUARY 29, 1982
I congratulate all on parade on their smar bearing.
I should like to announce that the Government has accepted
your Commissioner's invitation to change the title of the Department
and from next Monday it will be known as the Correctional Serviceg
Department, and your Commissioner will become the Commissioner of
Correctional Services. This will give a more balanced impression of
the Department's work which is partly to punish, partly to prevent, and
partly to rehabilitate.
The custodial role of the Department remains very important.
The punishment to convicted criminals is largely by prison sentences,
and it is the duty of the Department to carry these out. But once the
sentence has been served, society's prime concern is that the ex-
criminal should not revert to crime. Bence the importance of your
Educational, Counselling, and after-care services, and of the occupation
provided for inmates while serving their sentences.
Of course a large part of your work is not concerned with
prisons at all. You have had remarkable success in the Detention
Centre programme which is ourative in concept. It prevents youngsters
from becoming criminals. Your Training Centres have the same objective
though the techniques are different.
