TSUEN WAN FACTORY CANTEENS APPROVED

TSUEN WAN DISTRICT OFFICE HAS GIVEN APPROVAL TO 25 OWNERS OF FACTORY PREMISES IN KWAI CHUNG TO OPERATE CANTEENS INSIDE THE IR BUILDINGS.
SINCE THE BEGINNING OF THIS YEAR, THE OFFICE HAS BEEN ACCEPTING APPLICATIONS FROM OWNERS TO MODIFY THEIR LEASES TO ENABLE THEM TO CONTINUE OPERATING CANTEENS FOR THEIR WORKERS.
TO DATE, 42 APPLICATIONS HAVE BEEN RECEIVED. OF THESE TWO HAVE BEEN FOUND UNSUITABLE FOR MODIFICATION, TWO WERE WITHDRAWN BY THE APPLICANTS AND 13 ARE BEING PROCESSED.
ASSISTANT DISTRICT OFFICER, KWAI CHUNG, MR KEITH LAU, SAID THERE ARE ABOUT 100 FACTORY CANTEENS IN THE DISTRICT WHOSE LEASE CONDITIONS DID NOT CONTAIN PROVISIONS FOR OPERATING CANTEENS.
HE SAID BOTH THE DISTRICT OFFICE AND THE NEW TERRITORIES SERVICES DEPARTMENT WERE ADVISING FACTORY OWNERS WHO RUN SUCH CANTEENS TO APPLY FOR LEASE MODIFICATION.
IF THEY COMPLY WITH REQUIREMENTS THEY WILL BE ISSUED WITH A +NO OBJECTION LETTER, HE SAID.
+1 WOULD SAY MORE THAN 50 PER CENT OF EXISTING CANTEENS IN KWAI CHUNG HAVE ALREADY COME TO LIGHT, HE SAID.
HE WARNED THAT FACTORY CANTEENS FAILING TO MEET THE CRITERIA FOR LEASE MODIFICATION AND WHICH DID NOT APPLY AS ADVISED WOULD BE SUBJECT TO LEASE ENFORCEMENT ACTION BY THE DISTRICT OFFICE AND PROSECUTION BY THE NTSD.
+ACTION ALONG THESE LINES WILL CONTINUE TO BRING ALL FACTORY CANTEENS IN THE DISTRICT UNDER CONTROL, HE SAID.
THE REQUIREMENTS FOR FACTORY CANTEENS ARE THAT THEY SHOULD NOT HAVE INDEPENDENT OR DIRECT ACCESS TO THE STREET EXCEPT FOR EMERGENCY USE THE FLOOR AREA OF THE CANTEEN SHOULD NOT EXCEED 10 PER CENT OF THE TOTAL GROSS FLOOR AREA OF THE BUILDING AND THE LOCATION OF THE CANTEEN SHOULD NOT AFFECT PARKING, LOADING AND UNLOADING OR ANY COMMON PARTS OF THE BUILDING SUCH AS ACCESS, CORRIDORS AND LIFT LOBBIES.
