THE REPORT OF THE SPECIAL COMMITTEE ON LAND PRODUCTION FOR 1980 WAS PUBLISHED TODAY, AND IS ON SALE AT THE GOVERNMENT PUBLICATIONS CENTRE, AT $11.
THE COMMITTEE, UNDER THE CHAIRMANSHIP OF THE HON LYDIA DUNN SINCE MAY 1980, REPORTS TO THE GOVERNOR RECOMMENDING TARGETS FOR THE PRODUCTION AND FOR THE SALE OF LAND, AND ASSESSING THE ADEQUACY OF GOVERNMENT PROJECTS IN RELATION TO THE TARGETS.
THE REPORT CONCENTRATES ON THE PROVISION OF LAND FOR HOUSING AND MANUFACTURING INDUSTRY OVER THE NEXT FIVE YEARS. POLICY OBJECTIVES HAVE BEEN TRANSLATED INTO REQUIREMENTS FOR NEW LAND AND THESE COMPARED WITH CURRENT LAND PRODUCTION FORECASTS TO ASSESS HOW WELL LAND SUPPLY WILL MATCH THE LAND REQUIREMENTS ARISING FROM POLICY OBJECTIVES,
THE FORECAST SUPPLY OF LAND FOR GOVERNMENT-SPONSORED HOUSING SCHEMES, WHEN MATCHED WITH THE LAND REQUIRED TO IMPLEMENT APPROVED HOUSING OBJECTIVES INDICATES THAT:
* UP TO 1984/85, LAND SUPPLY SHOULD BE SUFFICIENT TO MAINTAIN PRODUCTION OF 30 000 FLATS A YEAR FOR PUBLIC RENTAL HOUSING, AND 5 000 FLATS A YEAR FOR HOME OWNERSHIP SCHEMES.

TO MAINTAIN THE PUBLIC RENTAL HOUSING PROGRAMME AFTER 1984/85 IT WILL BE ESSENTIAL THAT NEW SITES COME ON STREAM AT MA ON SHAN AND JUNK BAY BY THE MID-1980'S.
NEW SITES HAVE TO BE EARMARKED URGENTLY TO PROVIDE 5 000 FLATS
A YEAR FROM 1984/85 FROM HOME
OWNERSHIP SCHEMES INVOLVING
PARTICIPATION BY PRIVATE DEVELOPERS
(PRIVATE SECTOR PARTICIPATION SCHEMES).
WITH REGARD TO HIGH DENSITY HOUSING PROVIDED BY PRIVATE DEVELOPERS, THE COMMITTEE REPORTS THAT UP TO 1985/86 FORECAST LAND SUPPLY SHOULD MEET REQUIREMENTS ARISING FROM LIKELY DEMANDS. HOWEVER, AFTER 1985/86 A GROWING SHORTFALL WILL DEVELOP UNLESS NEW DEVELOPMENT AREAS SUCH AS JUNK BAY PROVIDE SITES TO MAINTAIN THE SUPPLY. THE COMMITTEE RECOMMENDS A LAND SALES TARGET OF 13 HECTARES A YEAR, ASSUMING NEW TOWN HIGH DENSITY PLOT RATIO CONTROLS, FOR THE NEXT FIVE YEARS.
FOR MEDIUM AND LOW DENSITY HOUSING, THE COMMITTEE RECOGNISES AN EXISTING SHORTFALL OF NEW SITES AND EXPECTS THIS TO ACCUMULATE OVER THE SHORT TERM. THE COMMITTEE RECOMMENDS A LAND SALES TARGET OF 22 HECTARES A YEAR. ASSUMING NEW TOWN MEDIUM DENSITY PLOT RATIO CONTROLS, FOR THE NEXT FIVE YEARS.
