Mr. CHAN Wai-shun

Mr. Chan is the Chairman of the Hong Kong Rice

Importers and Exporters Association, an office he has held

since 1964. He has worked particularly effectively in helping Government devise procedures for the control of rice wholesaling and has attended many meetings with the Rice Wholesalers

Association.

Mr. Chan is a director of the Chiu Chow Chamber

of Commerce, and was supervisor of the non-profit-making Chiu Sheung Middle School in Pokfulam for six years until May 1979. He is a generous benefactor of local recreational and cultural activities for young people.

Mr. CHEUNG Kim-fung

During the past ten years Mr. Cheung has played an

active part in the development of staff associations in the

Civil Service. His most important contribution to better staff

relations has been in the Senior Civil Service Council, where

he represented the Hong Kong Chinese Civil Servants Association.

Throughout his nine years' service on the Council, his tact,

patience, understanding and restraint contributed much to the

successful outcome of negotiations on various difficult questions.

The good standing of both the Council and his Association in

recent years has been due in no small degree to his personal efforts. Mr. Cheung stepped down from the presidency of the

Association in 1979 but continues to serve as an advisory Councillor.

Mrs. Marguerite Patricia GORDON, JP

Mrs. Gordon has made a substantial contribution to the

development of the Girl Guides movement in Hong Kong. During her

four years as DeputyCommissioner and seven years as Chief Commissioner, the Girl Guides membership nearly trebled. She was

instrumental in obtaining recognition of Hong Kong Girl Guides by

the World Association of Girl Guides and Girl Scouts in 1978. In

recognition of her outstanding service she was given the Beaver

Award by the U.K. Girl Guides Association in 1976 and the Bauhinia

Award by the Hong Kong Girl Guides Association in 1978. Mrs. Gordon has also been closely involved since 1973 in the Duke of Edinburgh's

Award Scheme in Hong Kong.
