IF A POPULARITY CONTEST WERE TO BE STAGED FOR TEENAGE IDOLS, MR HAYE REMARKED, PREACHERS AND PHILOSOPHERS WOULD BE SOMEWHERE AT THE BOTTOM OF THE POLL. EVEN ALLOWING FOR THE EXTRAORDINARY ANTICS OF SOME POP SINGERS AND KUNG FU HEROES, MOST BOYS AND GIRLS WOULD CONFESS TO AN ADMIRATION FOR THE DOERS OF GREAT DEEDS.

THE DIRECTOR OF SOCIAL WELFARE, MR SELWYN ALLEYNE, SAID TODAY THE WHOLE AREA OF SOCIAL WORK MANPOWER PLANNING TO MEET DEMAND WAS ONE THAT CALLED FOR NEW INITIATIVES.
SPEAKING AT THE ANNUAL GENERAL MEETING OF THE HONG KONG SOCIAL WORKERS' ASSOCIATION, HE SAID THERE WAS AN ACUTE SHORTAGE OF TRAINED PERSONNEL AND BELIEVED THIS WAS LIKELY TO CONTINUE FOR SOME TIME.
HE ATTRIBUTED IT TO THE RAPID DEVELOPMENT OF WELFARE SERVICES AND PLANNED PROVISIONS, AND THE CORRESPONDING NEED FOR TRAINED STAFF TO PROVIDE THEM.
MR ALLEYNE SAID THE WELFARE CLASS REVIEW, BOTH FOR THE PUBLIC AND SUBVENTED SECTOR, TRIED TO DIFFERENTIATE JOBS THAT REQUIRED TRAINING AT THE GRADUATE AND NON-GRADUATE LEVEL.
IT ALSO ATTEMPTED TO IDENTIFY THOSE JOBS THAT COULD BE DONE BY UNTRAINED WORKERS UNDER SUPERVISION SO AS TO MAKE THE BEST USE OF AVAILABLE RESOURCES, HE ADDED.
WITHIN THE SOCIAL WELFARE DEPARTMENT, HE SAID, THE REVIEW HAD RESULTED IN THE REDUCTION OF REQUIREMENT FOR TRAINED GRADUATE SOCIAL WORKERS BUT HAD INCREASED THE NEED FOR NON-GRADUATE TRAINED STAFF IN THE COMING YEARS.
+THE SHORTFALL IS NOW FELT AT BOTH LEVELS EVEN WITH SOME INCREASES IN THE OUTPUT FROM THE TRAINING INSTITUTIONS, IT IS UNLIKELY THAT THE SHORTFALL CAN BE MET IN THE NEAR FUTURE IF WE CONTINUE TO REQUIRE TRAINED WORKERS TO OCCUPY EVERY SOCIAL WORK JOB, HE SAID.
MR ALLEYNE SAID PERHAPS IT WAS TIME NOW TO HAVE A SECOND LOOK TO SEE WHAT LESS COMPLICATED JOBS COULD BE CARRIED OUT BY UNTRAINED WORKERS UNDER SUPERVISION, OR WHETHER THE USE OF UNTRAINED STAFF AT VARIOUS LEVELS SUPPORTED BY IN-SERVICE TRAINING COULD BE TOLERATED AS AN INTER IM MEASURE.
