He spent long hours as the sea commander during extended
operations in December 1978 and January 1979 in respect of one
ocean-going refugee ship and when another ship, with 2 665 Vietnamese
refugees and crew on board, went on the rocks, he supervised the
safe evacuation of all on board.

Mr Clive Joseph EVANS
Mr Evans joined the Royal Hong Kong Police Force in
1963 after previous service in the British South Africa and Nyasaland
Police Forces. He was promoted to Senior Superintendent in 1978.
Mr Evans' service in Special Branch has been mainly in the Operations
Division, where he has been responsible for the planning and direction
of operations of the very highest security importance.

Mr Charles Holdrich FISHER
Mr Fisher has spent most of his service in Marine Police
and presently holds the post of Sector Commander North in Marine Police
District, Sectors Division.
He has played a truly outstanding role since the increased
influx of Chinese illegal immigrants commenced in 1978.
