He was initially responsible for helping to ensure that

the Fish Marketing Organisation was established on sound management

principles and subsequently for assisting in the development of the

co-operative movement.

Most recently he was responsible, in consultation with

the Ministry of Overseas Development, for preparing the groundwork for new primary products wholesale marketing complexes.

He retired in 1979.

Mr CHAN Hing

Mr Chan joined the Urban Services Department as a

sanitary coolie in 1945. He was promoted through the ranks, reaching the position of Senior Overseer in 1978 and has established himself as a highly efficient supervisor and leader.

Currently he is in

charge of a General Duties Team in Tsuen Wan where he has continued to set a good example and instill a high standard in his subordinates.

Mr CHENG Pang-fei

Mr Cheng first joined the Government in 1958 as a

Gardener. Since 1960 he has been in charge of the Mammals Section in the Zoological and Botanical Gardens. He is devoted to his job, attending to the animals regardless of official hours of duty and of the weather, and the fine condition of the animals in this collection is in no small measure due to Mr Chong's personal dedication.
