He has been involved in many difficult emergency operational

tasks whilst in charge of the Rescue Unit in Kowloon, and during the

Vietnamese refugee influx was of great assistance in co-ordinating

the resources of volunteers and members of the permanent staff.

In more peaceful times he has assisted in organising

Community Chest Walks for a Million, Cheshire Home flag days and

other civic functions requiring the control of large crowds and the

marshalling of Government pageants and parades.

Mr Chan is due to retire from the service in 1980.

Mrs Irene CHENG TONG

Mrs Cheng has worked for 29 years in a number of departments

and in the Secretariat, serving at various times as Personal Secretary

to, inter alia, the Solicitor General, Commissioner of Inland

Revenue, Director of Public Works and Secretary for the Environment,

and her knowledge of Government procédure and practice is immense.

Dr CHING Yuen-kai, JP

Dr Ching served for nearly 20 years in the Education

Department of the Hong Kong Government in posts of increasing

responsibility, culminating in the position of Principal to the

Hong Kong Technical College. In 1972 he became Deputy Director of

the new Hong Kong Polytechnic.
