Wing Commander Ross Grange PENLIÊNFON,

Wing Commander Penlington has been Commanding Officer of

the Royal Hong Kong Auxiliary Air Force since 1975 and has served

in the Squadron for 15 years.

He has been responsible for major developments, including

the move of the Squadron to its new headquarters and its re-

equipment. There has been a substantial expension in flying as a

result of anti-illegal immigrant operations and aerial reconnaissance

for Vietnamese refugees.

Mr Alan John CARTER, JP

Mr Carter joined the Immigration Department in 1966,

having previously served for 16 years with the United Kingdom

civil service. He was promoted to Deputy Director of the department

in January 1978. He played a major part in bringing the department

through a very difficult period in 1979 when it was almost overwhelmed

by the task of dealing with great increases in arrivals of Vietnamese

refugees and immigrants from China.
