Mr Rowlands joined the Hong Kong Government as A

Cadet Officer in 1952 and has served in a number of Branches and

departments, including Civil Aid Services, Urban Services, Social

Services, Home Affairs and Immigration. He was appointed Secretary

for the Civil Service in 1978.

Mr Norman Sinclair THOMPSON

Mr Thompson's appointment as Chairman (Designate)

of the future Mass Transit Railway Corporation took effect in 1974

and the Mass Transit Railway Corporation was brought into being in

1975. Trains started running between nine stations of the Modified

Initial System in October 1979 and the whole of that system became

operational, ahead of schedule, in February 1980.

The completion of the largest single engineering

project ever undertaken in Hong Kong ahead of time and within budget

is largely due to Mr Thompson's drive, capacity for organising and

attention to detail.

Dr. Kenneth CHAUN Kwok-wing

Dr. Chaun is Founder and Past President of the Hong

Kong Dental Association and for his services has been granted life

membership, an honour only awarded to three persons to date.

He has been a regular member of the Dental Council since

1949 and has given continuous service for 30 years; additionally,

he has been the Chairman of the Preliminary Investigation Committee

· since 1969.
