Mr. Knight joined the Labour Departacat in 1969 as Senior Train-
ing Officer (Apprenticeship) and in 1971 became head of the newly created
Industrial Training Division. In 1973 he was promoted to Assistant Commissioner
(Industrial Training) and as such bas contributed very significantly to the
successful expansion of the Industrial Training Division. As the senior
Government officer responsible for the servicing and support of the Hong Kong
Training Council, his contribution both administratively and as adviser to
the Unofficial Hembers of the Council is of a very high order. He has
applied similar vigorous dedication to the extension of Hong Kong's Apprentice-
ship Scheme.

Mr. CHAN Kwok-ki
Mr. Chan joined the Agriculture and Fisheries Departint in 1949
and was promoted to Technician in 1960. He has devoted most of his working
life to the Kennedy Town Abattoir, where he is constantly improving the
qualities of the main by-products. He was commended in 1973 for being
instrumental in detecting the first few cases of anthrax and in helping to
bring the outbreak of this disease under early control. He was also invaluable
during the commissioning of the new Kennedy Town Abattoir in 1968/69.
