ISC (Imperial Service Order)

Mr. Royson Vaughan Lindsay HATTON

Mr. Hatton has completed nearly 29 years service for the

Hong Kong Government, mostly with the Commerce and Industry (now Trade,

Industry and Customs) Department. He was appointed Assistant Commissioner

of the Customs and Excise Service in 1972.

In this role he is the day-to-day operational commander of

the Service. He has implemented the Hong Kong Government's continuing

policy of intensive enforcement activity against narcotics and more

latterly against copyright offences which had become a problem for

Hong Kong. In both fields the Service has achieved notable results.

In spite of the difficulties of the period in which he has been

Assistant Commissioner, the Service has achieved outstanding success

and an international reputation of high standing. This is very much...

as a result of Mr. Hatton's personal qualities.

Mr. John Dudley ROMER, MBE

Since his arrival in Hong Kong in 1946 with the British

Military Administration and his appointment in 1947 as Rodent Control

Officer, he has served in the Urban Services Department. He has been

Senior Pest Control Officer since 1971. He is Honorary Curator of

Mammals, Zoological and Botanical Gardens, where his personal interest

in his charges is pronounced. An authority on mammals and reptiles,

he has played a leading part in the Natural History Society and in

promoting a knowledge and love of wild animals in Hong Kong; his research

in his particular field has brought him many contacts throughout the

world. He was awarded an MBE in 1971.
