OBE (Cfficer Order of the British Empire)
Mr. John George STEAN, JP
Since joining the Buildings Ordinance Office in 1958, as a
Building Surveyor, Mr. Stean has shown himself a leader in his
professional field and an officer of wide administrative ability.
During the disastrous rainstorms in 1972, he demonstrated his ability
to organise an emergency operations centre and marshalled his staff
and resources with calm efficiency. The subsequent Commission of
Enquiry into, the effects of the rain-storms was indebted to him for
his comprehensive and clear reporting which greatly aided the deliberations
and findings.
In 1974 he was appointed Director of Building Development, with
responsibilities including the Architectural Office and the BuildingsTM
Ordinance Office. Mr. Stean serves on a number of important boards
and committees, including the Council of the Polytechnic, the Hong
Kong Housing Authority and the Town Planning Board. The building
programmes in both the public and private sectors in recent years have
placed an increased burden on his Department and throughout he has
shown outstanding qualities in leadership, energy and total dedication.

Mr. Frederick Morphet WATSON, OFSM, JP
Mr. Watson has had a long and distinguished career in the
Fire Service. After eight years with British Fire Service he joined the Hong Kong Fire Service in 1955 as a Station Officer. 'He progressed through the ranks to become Deputy Director of Fire Services in 1970
and Director in 1975. Under his dedicated leadership the Service has continued to expand to cope with Hong Kong's phenomenal building growth

and has attained an enviable record in both fire fighting and fire prevention.
