Mr. KWAN Tong
Mr. Kwan has been in Government service for over 32 years and has
rendered loyal and industrious service in the performance of his duties.
As
a Senior Foreman in the Cleansing Section of Western District he has carried
out his duties with his accustomed attention to detail and sober industry.

Mr. KWOK Ka-lai
Mr. Kwok Ka-lai joined the Prisons Department with the rank of
Warder in 1949 and was promoted to Assistant Officer I in 1972. Throughout
his 29 years of service with the department, Mr. Kwok has carried out his
duties in an exemplary manner. He was awarded the Colonial Prison Service
Medal in July 1967 and the First Clasp to the Medal in July 1974.
Mr. Kwok worked at Stanley Prison for 21 years and later at the
Stanley Training Centre and Tai Tam Gap Training Centre for young offenders.

Mr. LAM Nin
Mr. Lam, an Office Assistant with the Immigration Department, has
given extremely loyal and dedicated service. He has always performed his
duties in a cheerful and most willing manner whatever the task involved.
He has a reputation for always giving a helping hand to members of the public
and is particularly well respected by the staff.

Mr. Kenneth LAW
Mr. Law joined as a Temporary Clerk in 1952 and was promoted to
Senior Clerical Officer in 1977. He has spent the whole of his service in the
Urban Services Department and has established himself as a strict and impartial
