Mr. Victor SO Yun-lau, B.E.M.
Mr. So is a senior volunteer officer in the Civil Aid Services
and over the last three years has been the Regional Commander for all
Civil Aid Services Units in Kowloon and New Territories. He enrolled as
a volunteer in 1954, and in 1963 was first promoted to officer status in
the Civil Aid Services Heavy Rescue Service.
As a volunteer officer his contribution to the safety of Hong
Kong is outstanding and he has set a very high standard of achievement.

Mr. ONG Chung-chuan, J.P.
Mr. Wong has been active in community activities in Yuen Long since 1961. He is a successful businessman with interests in animal
feeds and fertilizers, farming, food products, restaurants and real estate.
He is the acknowledged leader of the 50,000 Chiu Chows in Yuen
Long; he was the founder of the Yuen Long Chiu Chow Clansmen's Association
in 1967 and has been Chairman since.
He has a long record of public service, in the Yuen Long Chamber
of Commerce, the Chamber of Commerce Primary School and the Yuen Long
Public Middle School. He was a Director of Pok Oi Hospital from 1961 to
1965, and was appointed to the Yuen Long District Advisory Board in 1977.
In youth activities he has been Chairman of the Yuen Long
District Summer Youth Activities Co-ordinating Committee, Vice-President
of the N.T. Schools Sports Association since 1976, and a member of the
Council for Recreation and Sport. He is Chairman of the Yuen Long District
Sports Association, a post which he has held for ten years.
