and highly effective member of the department for many years and, since his appointment in 1975, has done a first class job in charge of a large and complex department.

Mr. Keith Owen SHIPLEY, 0.2.2.

Mr. Shipley first served in Northern Rhodesia now Zambia from

1953 to 1971. Went to the Gilbert and Ellice Islands as Establishment

Secretary in 1971 and, with the introduction of Ministerial Goverment

early in 1974, became Secretary to the Chief Minister and to the Cabinet;

he was involved in the planning of internal self-government and subsequently

independence for the Gilbert Islands (Kiribati). Joined the Hong Kong

administration in 1979 and is presently attached to the Standing Commission

on Civil Service Salaries and Conditions of Service. Mr. Shipley was

awarded the 0.B.E. in 1972.

Mr. Gerald Arthur HARKNETT, Q.P.M., C.P.M.

Over a number of years in the Special Branch, Mr. Harknett built

up a well-deserved reputation as a police officer and administrator of

considerable ability and potential. He joined the Operations Department

of the Independent Commission Against Corruption at its inception in 1974,

first as Deputy Director and since early 1977 as Director. He has played

a large part in building up a first-class investigation unit which has

brought a thousand corruption cases to Court and revealed to all concerned

that corruption is no longer a low risk crime.

Mr. Thomas Victor HUNT

Mr. Hunt joined the overseas service of the British Bank of the

Middle East in September 1955. Until recently he was Area Manager of the

British Bank of the Middle East in Jordan. He is presently attached to

Group Head Office of the Hong Kong & Shanghai Banking Corporation in

Hong Kong
