Sir Y.K. Kan was appointed a Justice of the Peace in 1949. For

his public service to Hong Kong he was made an Officer of the Most

Excellent Order of the British Empire in 1959, Commander of the Most

Excellent Order of the British Empire in 1967 and Knight Bachelor in 1972. In 1968 the Order of the Sacred Treasure, Third Class was

conferred upon him by the Emperor of Japan. In 1978, the French Government

conferred on him the honour of the Officer's Cross of Ordre National du

Merite. He received the honorary degree of Doctor of Law from the Chinese University of Hong Kong in 1968 and from the University of Hong Kong in 1973.

Knight Grand Cross (G.B.E.) is the highest of the five classes

in the Most Excellent Order of the British Empire and ranks above Knight Commander (K.B.E.). The only other holder of this appointment in Hong Kong is His Excellency the Governor, Sir Y.K. Kan is the first Hong Kong

resident ever to receive this award.

Mr. Douglas William Alfred BLYE, 0.B.E., J.P.

Mr. Blye joined the Hong Kong Government service as a Treasury Inspector in 1958 after serving with the Malayan Federation. He continued

to serve in the Treasury and was appointed Accountant General (now Director

of Accounting Services) in 1970, a post which he filled with distinction.

He was appointed Secretary for Monetary Affairs in 1977. Mr. Blye is a

dedicated public servant, whose extensive knowledge of finance and

financial affairs has made a valuable contribution in recent years,

particularly in the context of Hong Kong's growing stature as a banking

and financial centre.

Mr. Ronald Vincent GIDDY, J.P.

Mr. Giddy served in Northern Rhodesia and the East African High Commission from 1950-1962. He joined the Hong Kong Government as an Assessor in the Inland Revenue Department in 1962. He was appointed Chief Assessor in 1963, Assistant Commissioner of Inland Revenue in 1968, Deputy Commissioner in 1972, and Commissioner in 1975. He has been a conscientious
