PLAY-LEADERSHIP SCHEMES WELL UNDERWAY

THE GOVERNMENT IS GENERALLY SATISFIED WITH THE PROGRAMME OF DEVELOPMENT OF PLAY-LEADERSHIP SCHEMES AS PROPOSED IN THE GREEN PAPER ON PERSONAL SOCIAL WORK AMONG YOUNG PEOPLE.

REPLYING TO THE HON. HENRY HU AT THE LEGISLATIVE COUNCIL TODAY (WEDNESDAY), THE DIRECTOR OF SOCIAL WELFARE, THE HON. THOMAS LEE, SAID THERE ARE AT PRESENT 34 PLAYGROUNDS WHERE PLAY-LEADERSHIP PROJECTS ARE OPERATING.

HE SAID THE NEW PROGRAMME HAD IDENTIFIED 16 DISTRICTS WHERE PLAY-LEADERSHIP SERVICE ON PLAYGROUNDS SHOULD BE PROVIDED AS A MATTER OF PRIORITY.

+BY CONCENTRATING EFFORTS IN THESE AREAS+, MR. LEE ADDED +GOVERNMENT HOPES TO HELP AS MANY OF THE YOUNG PEOPLE AT RISK AS POSSIBLE.+

OVERALL, THE SEVEN DAYS PAID ANNUAL LEAVE SCHEME WHICH CAME INTO EFFECT LAST JANUARY, HAS WORKED WELL WITH EMPLOYEES GENERALLY WELCOMING ITS INTRODUCTION AND MOST EMPLOYERS READILY COMPLYING WITH THE SPIRIT OF THE LAW.

BUT SOME EMPLOYERS HAD ATTEMPTED TO EVADE THEIR OBLIGATIONS, SAID THE COMMISSIONER FOR LABOUR, THE HON. J.N. HENDERSON IN MOVING THE SECOND READING OF THE EMPLOYMENT (AMENDMENT) BILL AT THE LEGISLATIVE COUNCIL TODAY (WEDNESDAY).

+A NUMBER OF DISPUTES HAVE ARISEN, USUALLY OUT OF MISUNDERSTANDING OR ON MATTERS OF INTERPRETATION, AND THE LABOUR RELATIONS SERVICE OF THE LABOUR DEPARTMENT HAS HAD TO CONC IL IATE AND EXPLAIN TO THE PARTIES CONCERNED WHAT THE LAW INTENDED AND HOW IT SHOULD BE COMPLIED WITH, HE SAID.

MR. HENDERSON SAID THE OPERATION OF THE SCHEME HAS BEEN REVIEWED RECENTLY AND, BASED ON THE EXPERIENCE OF THE LABOUR RELATIONS SERVICE, A NUMBER OF MINOR AMENDMENTS ARE NOW BEING PROPOSED.
