The Honourable Garth Cecil Thorton, Q.0.
Mr. Thornton joined the Crow Service as a Crow Counsel in East Africa in 1958. He moved to Hong Kong in 1965, was appointed Senior Crown Counsel the same year, Principal Crown Counsel in 1970 and Solicitor General
in 1973.
Mr. Thornton has had a distinguished career as a lawyer in the public service and as Solicitor General is the second most senior officer
in the Legal Department.

Mr. Richard Officer Mackie
Mr. Mackie joined the Prisons Department in 1961 as an Assistant Chief Officer. Trained and experienced in psychiatric nursing, he was recruited to set up a psychiatric observation unit within the department. Mr. Mackie was involved in the planning of the Siu Lam Psychiatric Centre and with his special expertise helped oversee its construction before taking over as the Superientendent. He presently holds the post of Senior Superientendent
of Prisons.

Following a successful academic career, Dr. Nutten joined the Hong Kong Government as a Chemist in 1956. He is an aminent chemist and his work has always been of the highest professional standard.
