He was appointed P.C.R.0. in the Wong Tai Sin division
in 1974 and undertook his task, in what was then a new area of
activity, with energy and determination.
As a result he both
gained the confidence of the local people, and provided a model which
has subsequently been followed by other P.C.R.O.S.
