+IT IS THEREFORE ESSENTIAL THAT COMMUNITY DEVELOPMENT SERVICES ARE PROVIDED IN NEW URBAN CONCENTRATIONS SO AS TO INTEGRATE NEW-COMERS INTO THE LOCAL POPULATION, TO PROMOTE NEIGHBOURHOOD AND MUTUAL AID SPIRIT AMONG RESIDENTS, AND TO HELP TACKLE PROBLEMS, MR. CHAN SAID.
IN ORDER TO DEVELOP COMMUNITY WORK ON A LARGER SCALE AND TO FIND OUT WAYS TO ENABLE COMMUNITY WORKERS TO ASSIST ESTATE RESIDENTS EFFICIENTLY AND EFFECTIVELY, THE SOCIAL WELFARE DEPARTMENT APPROACHED THE U.N. IN 1972 FOR SPONSORSHIP OF THE PILOT PROJECT.
MR. CHAN SAID THAT THE PROJECT HAD BEEN CARRIED OUT BY A TEAM OF FIVE S.W.D. STAFF MEMBERS UNDER HIS SUPERVISION, WITH ASSISTANCE FROM VARIOUS OTHER DEPARTMENTS AND VOLUNTARY ORGANISATIONS.
A U.N. CONSULTANT WAS ALSO INVITED TO HONG KONG FOR FOUR MONTHS TO ADVISE ON THE GENERAL PLANNING AND IMPLEMENTATION. OF THE PROJECT.
MR. CHAN SAID THE PROJECT COVERED THE FIRST 39 BLOCKS OF TSZ WAN SHAN ESTATE, DURING THE PAST THREE YEARS, A NUMBER OF WORKING METHODS HAD BEEN DEVELOPED AND MOST OF THE SET OBJECTIVES HAD ALSO BEEN ACHIEVED AS INDICATED BY THE OUTCOME OF VARIOUS PROGRAMMES IN THE TARGET AREA.
ONE OF THE FREQUENTLY USED METHODS, HE SAID, WAS THE 'BLOCK ORGANISING APPROACH WHEREBY MANY HOUSEHOLDS VISITS WERE MADE IN A SELECTED ESTATE BLOCK TO IDENTIFY PROBLEMS, TO PROMOTE LEADERSHIP DEVELOPMENT, SELF-HELP AND COMMUNITY SPIRIT AMONG RESIDENTS, AND TO ASSIST RESIDENTS TO MAKE THE BEST USE OF COMMUNITY RESOURCES.
+WE HOPE THIS PROJECT AND THE REPORT COMPILED ON IT WOULD BE CONTRIBUTORY TO THE EXCHANGE OF WORKING EXPERIENCES WITH FELLOW COMMUNITY WORKERS, AND THAT OUR VIEWS WOULD BE FOUND USEFUL BY COMMUNITY DEVELOPMENT ORGANISATIONS IN HONG KONG AND OTHER PLACES, HE SAID.
