0.B.E.(H) (Officer Order of the British Empire) (Honorary)
The Honourable Wong Lay, J.P.
Mr. Wong has been an Unofficial Member of Legislative Council
since September 1976.
He has worked for Kowloon Motor Bus Company for over 30 years
during which he has played a leading part in the development and maintenance
of good relations between management and staff, and improvements in
staff welfare.
Mr. Wong has also been very active in voluntary public work
and is a prominent member of the community in Kwun Tong. He is active
in the promotion and organisation of recreation and sport, scouting,
road safety and trades union affairs.

Mr. David Hampton
Mr. Hampton joined the Prisons Department as a Prisons Officer
in 1947. He was promoted through the ranks to Senior Superintendent of
Prisons in 1971, and was appointed the first Inspector of Prisons in 1974.
Mr. Hampton carried out his duties in an exemplary fashion
over a long and distinguished career. He proceeded on retirement in
September 1977.

Mr. Lao Mou-chi, J.P.
Mr. Lao joined the Labour Department as an Assistant Labour
Officer in 1951. He was promoted through the ranks to Assistant
Commissioner of Labour in 1973.
Mr. Lao has comprehensive experience of the work of the
Department and has played an important role in recent years in assisting
in the preparation and implementation of many itens of labour legislation.
