As Director of Public Works be is the Chief Executive of one
of the largest Goverment Departments, with overall responsibility for
the efficient implementation of an extremely large and varied programme
of public works and development.

Mrs. Elsie Elliott
Mrs. Elliott has been an elected member of the Urban Council
since 1963. She plays a prominent part in Council affairs and is an
active member of a number of Council committees.
Mrs. Elliott has for many years devoted much of her time to
the improvement of the circumstances of the less well-off members of
Hong Kong society. Her record of public service includes the Vice-
Chairmanship of the Hong Kong Samaritans and Presidency of the Hong Kong
Council of Women.

Mr. Guy Mowbray Sayer
Mr. Sayer was Chairman of the Hongkong and Shanghai Banking
Corporation from April 1972 to August 1977 when he left Hong Kong on
retirement.
He was one of the leading members of the Hong Kong business community, a member of Legislative Council in 1973/74 and of Executive
Council from July 1974 until August 1977.
He was actively involved in community work, particularly the
Red Cross, Community Chest and University of Hong Kong.
