GOVERNMENT TAKES STEPS TO IMPROVE INDUSTRIAL TRAINING

THE GOVERNMENT HAS TAKEN AN IMPORTANT STEP IN THE DEVELOPMENT OF INDUSTRIAL TRAINING IN HONG KONG WITH THE INTRODUCTION OF A NEW COURSE ON SKILLS ANALYSIS.
THE COURSE, ORGANISED BY THE HONG KONG TECHNICAL TEACHERS' COLLEGE STARTED LAST MONTH UNDER THE SPONSORSHIP OF THE COMMONWEALTH FUND FOR TECHNICAL CO-OPERATION AND THE GUIDANCE OF MR. DOUGLAS SEYMOUR, AN HONORARY RESEARCH FELLOW OF THE UNIVERSITY OF BIRMINGHAM, ENGLAND.
MR. SEYMOUR SAID THAT THE AIM OF THE COURSE WAS TO INTRODUCE THE CONCEPT AND PROCEDURE OF SKILLS ANALYSIS TO HONG KONG INDUSTRIES. ONE OF THE BENEFITS OF SKILLS ANALYSIS, MR. SEYMOUR SAID WAS THAT A NEW FACTORY WORKER TRAINED UNDER A PROGRAMME DRAWN UP THROUGH SKILLS ANALYSIS SHOULD BE ABLE TO REACH THE STANDARD OF AN EXPERIENCED WORKER AT BETWEEN 50 AND 60 PER CENT OF THE TIME THAN IF NOT TRAINED UNDER THIS PROGRAMME.
+ INCREASED PRODUCTIVITY AND IMPROVED QUALITY IN GOODS PRODUCED WILL FOLLOW BECAUSE THE NEW WORKER IS THOROUGHLY TRAINED. REDUCTION IN THE NUMBER OF ACCIDENTS CAN ALSO BE EXPECTED WHEN WORKERS ARE TRAINED IN THE QUICKEST AND SAFEST WAY OF WORKING, HE ADDED.
THIS IS THE FIRST TIME THAT THE TECHNICAL TEACHERS' COLLEGE HAS ORGANISED A COURSE SOLELY ON SKILLS ANALYSIS WHICH USED TO BE ONLY PART OF A GENERAL TRAINING FOR INTEND ING., TECHNICAL TEACHERS.
+PARTICIPANTS IN THE COURSE ARE TRAINED IN THE METHODS OF IDENTIFYING TRAINING NEEDS, TO DESIGN SCHEMES OF TRAINING FOR INDUSTRIAL TASKS AND IN THE METHODS OF ORGANISING TRAINING OF ITS EVALUATION,+ MR. SEYMOUR EXPLAINED.
THERE ARE 18 PARTICIPANTS, SIX OF THEM ARE LECTURERS OF THE TECHNICAL TEACHERS' COLLEGE WHO WILL BE RESPONSIBLE FOR ORGANISING SIMILAR COURSES IN FUTURE. THE OTHER 12 ARE FROM VARIOUS GOVERNMENT DEPARTMENTS AND LARGE LOCAL FIRMS.
FOR FOUR WEEKS, PARTICIPANTS HAVE TO ATTEND LECTURES, TUTORIALS AND TO CARRY CUT PRACTICAL EXERCISES, THE MOST IMPORTANT BEING A WEEK-LONG INDUSTRIAL EXERCISE IN WHICH THEY ARE REQUIRED TO APPLY THE TECHNIQUES THEY HAVE LEARNED AT THE IR OWN PLACE OF WORK.
TO GIVE THE COURSE ITS HONG KONG SETTING, HEAD OF THE DEPARTMENT OF INDUSTRIAL ENGINEERING OF THE UNIVERSITY OF HONG KONG AND PERSONNEL OR TRAINING MANAGERS OF LOCAL FIRMS ARE INVITED TO GIVE LECTURES. LECTURERS FROM THE TECHNICAL TEACHERS' LLEGE ARE ALSO ON HAND TO ASSIST HR. SEYMOUR.
