+THIS LOGICALLY INVOLVES A RELATIONSHIP BETWEEN THE INCOME OF THE TENANT AND WHAT HE MUST PAY. AND HE HOPED HE WAS RIGHT IN THINKING THE CONCEPT OF SUBSIDY WAS INCLUDED IN THE ABILITY TO PAY, +SO THAT THE VERY POOR, WHOSE NEEDS ARE GREATEST, ARE NOT EXCLUDED FROM DECENT HOUSING.+

IT WOULD INDIRECTLY MAKE AVAILABLE MORE SPACE IN THE CHEAPER RENTAL AREAS AND ITS SUCCESS SHOULD BE JUDGED MAINLY BY THIS RATHER THAN ITS EFFECTS ON THE BETTER OFF PROSPECTIVE OWNERS, HE SAID.
