WAY AHEAD CLEAR FOR HOUSING AUTHORITY TO BUILD FIRST
6,000 FLATS FOR SALE
The Housing Authority has been assured of the necessary sites
and funds to allow it to proceed with the planning and construction
of the first 6,000 flats for sale within the public housing sector.
Following on months of study of various aspects of home
ownership for lower-middle income groups by the Working Party on Home
Ownership, chaired by the Financial Secretary, Government has decided
to proceed without further delay to the planning and construction stage.
The first flats will not be completed until 1979/80, and meantime the
Working Party will continue its study of how best to provide the
necessary mortgage funds on reasonable terms, including easier mortgage
interest rates.
An annual production of 5,000 flats-for-sale is planned, to
produce a total of 30,000 flats. This additional public housing output
(over and above the main rented programme for lower-income groups) will
compensate for the slow-down in output arising from unavoidable economies
during the recent recession, and will help to raise total public housing
production more quickly to a level where it will make an appreciable
impact on housing shortages.
The first sites are situated at Chai Wan, Aberdeen, Laiehikok
Headland, Homantin and Sha Tin. The Housing Department will now proceed
with detailed planning of each site and prepare proposals for the
Building Committee's consideration.
