RECRUITING STAFF THROUGH L.E.S. ADVANTAGEOUS TO EMPLOYERS

EMPLOYERS WOULD SAVE MONEY AND TIME IF THEY RECRUITED EXTRA STAFF THROUGH THE LOCAL EMPLOYMENT SERVICE (L.E.S.) OF THE LABOUR · DEPARTMENT, MR. DAVID LIN, ASSISTANT COMMISSIONER FOR LABOUR, SAID THIS WEDNESDAY) EVENING.

ADDRESSING THE KWUN TONG DISTRICT KAIFONG WELFARE ASSOCIATION, HE SAID THE LOCAL EMPLOYMENT. SERVICE, WHICH OPERATES FROM FIVE OFFICES THROUGHOUT HONG KONG, HELPS EMPLOYERS FIND SUITABLE WORKERS AS WELL AS MATCHING REGISTERED JOB-SEEKERS WITH SUITABLE JOBS.

+ BY MAKING USE OF THE FREE FACILITIES PROVIDED BY THE L.E.S., EMPLOYERS COULD SAVE MONEY ON RECRUITMENT ADVERTISEMENTS AND TIME AND TROUBLE NEEDED TO GO THROUGH APPLICATION FORMS AND MAKE PRELIMINARY SELECTIONS, MR. LIN SAID.

HE DISCLOSED THAT THE L.E.S. PLACED AN AVERAGE OF 500 WORKERS IN NEW JOBS EACH MONTH.

ON THE QUESTION OF EMPLOYMENT IN INDUSTRY OF CHILDREN UNDER 14 WHICH IS PROHIBITED BY LAW. MR. LIN SAID THAT THE LABOUR DEPARTMENT HAD TAKEN STERN ACTION TO STAMP OUT THE PROBLEM. THIS INCLUDED SPECIAL ANTI-CHILD LABOUR CAMPAIGNS AND PROSECUTING OFFENDERS.

MR. LIN DEPLORED THAT PEOPLE MADE INDISCRIMINATE CHARGES AGAINST HONG KONG IN RELATION TO CHILD LABOUR.

+MORE OFTEN THAN NOT, MR. LIN SAID, THEY RELY ON UNSUBSTANTIATED REPORTS WHICH, WHEN FOLLOWED UP, EITHER REPRESENT A MISUNDERSTANDING OR ARE BASED ON VAGUE ALLEGATIONS.+

MR. LIN POINTED OUT THAT THERE ARE STRICT STATUTORY RESTRICTIONS ON THE HOURS OF WORK NOT ONLY FOR YOUNG PEOPLE OF 14 AND 15 YEARS, BUT ALSO FOR WOMEN AND YOUNG PEOPLE AGED 16 AND 17 ALTHOUGH THEY ARE LEGALLY ALLOWED TO BE EMPLOYED.

THE EXISTING LAWS BANNED OVERTIME FOR YOUNG PEOPLE AGED 14 AND 15 AND LIMITED OVERTIME FOR THOSE WHO ARE 16 AND 17 YEARS OF AGE AND FOR ALL WOMEN TO 200 HOURS A YEAR.
