MR MEYERS SAID: +ALTHOUGH PART OF THE AREA PREVIOUSLY ZONED FOR COMMERCIAL/RESIDENTIAL DEVELOPMENT HAS NOW BEEN ZONED FOR OTHER PURPOSES SUCH AS OPEN SPACE AND COMMUNITY USE, COMMERCIAL/ RESIDENTIAL USES WILL STILL REMAIN THE PREDOMINANT LAND USE. ABSORBING ABOUT 31 PER CENT (22.30 HECTARES) OF THE TOTAL LAND AREA.+

IN ORDER TO ELIMINATE AS FAR AS POSSIBLE INTERMIXING OF INCOMPATIBLE USES IN THE SAME BUILDING, SUCH AS WORKSHOPS ADJACENT TO RESIDENTIAL APARTMENTS, HE SAID, IT IS PROPOSED TO BUILD BLOCKS OF FLATTED FACTORY BUILDINGS AT CHERRY STREET FOR LIGHT INDUSTRY.

IT IS ALSO PROPOSED TO PROVIDE A CARGO WORKING AREA, POSSIBLY INCORPORATING ASSOCIATED USES AND LORRY PARKING SPACES, ALONG THE YAU MA TEI WATERFRONT. ACCESS TO THE CARGO WORKING AREA WILL BE FROM FERRY STREET AND WATERLOO ROAD,

REGARDING THE ROAD SYSTEM, MR MEYERS SAID IT IS PLANNED EVENTUALLY TO MAKE ALL LOCAL DISTRIBUTORY ROADS +ONE WAY+ AND TO CLOSE A NUMBER OF MINOR EAST TO WEST ROADS.

+THIS WILL REDUCE THE PENETRATION OF UNNECESSARY TRAFFIC INTO RESIDENTIAL NEIGHBOURHOODS AND CREATE ADDITIONAL LAND WHICH COULD BE USED FOR LOCAL PEDESTRIAN ACTIVITES SUCH AS HAWKER BAZAARS, OPEN SPACE AND AMENITIES, HE SAID.

MR MEYERS EMPHASISED THAT THE OUTLINE ZONING PLAN IS DESIGNED TO ILLUSTRATE ONLY THE BROAD PRINCIPLES OF DEVELOPMENT WITHIN THE DISTRICT AND TO PROVIDE GUIDANCE FOR MORE DETAILED PLANNING. WHILE THE VARIOUS ZONES HAVE BEEN DESIGNATED FOR SPECIFIC USES, FLEXIBILITY IS PROVIDED IN THE ATTACHED NOTES TO THE PLAN WHICH PROVIDE FOR SUITABLE ALTERNATIVE USES OF SITES PERMITTED AS OF RIGHT OR ON APPLICATION TO THE TOWN PLANNING BOARD.

HE NOTED THAT A NUMBER OF SITES ZONED FOR COMMUNITY PURPOSES AND OPEN SPACES ARE PRIVATE PROPERTIES WITH NON-RENEWABLE LEASES, AND THESE WILL HAVE TO BE ACQUIRED IN ORDER TO IMPLEMENT THE PROPOSALS. HOWEVER, WHEN THE TIME COMES FOR RESUMING THESE PROPERTIES, ADEQUATE COMPENSATION WILL BE PAID TO THOSE AFFECTED BY THE PLAN.
