Office should proceed immediately with the Tuen Mun motor

based, but also that of the whole Yuen Long plain. Similarly it followed that the Engineering Office should give priority
to the provision of infrastructure for urban and industrial
development. It was the same approach that accorded top
priority to development work at Kai Tak, and to works connected
with the Mass Transit Railway.

Since the new towns and housing in the old urban
areas will take a large slice of the cake, and since the
method of handling the problems involved gives a clear
indication of your Government's general approach, let me

and physical infrastructure already exists, the housing
