to the provision of infrastructure for urban and industrial

development. It was the same approach that accorded top

priority to development work at Kai Tak, and to works connected

Since the new towns and housing in the old urban

areas will take a large slice of the cake, and since the

method of handling the problems involved gives a clear

and physical infrastructure already exists, the housing

programme envisages expenditure of $140. this year, $200 m.
