The Attorney-General also moved the second reading of the Road

Traffic (Amendment) Bill 1974.

The main object of this Bill is to require drivers to have their

driving licences with them when they are driving.

Mr. Hobley told the Legislative Council that the proposed requirement

was not by any means unique and it was already a legal requirement in a

number of countries.

He said it would help the Police Force considerably in the

enforcement of the road traffic laws and would, in particular, contribute to

the effective operation of the proposed fixed penalty scheme by ensuring that

there was a ready means of identifying drivers.

Mr. Hobley said that a new form of driving licence, similar to an

identity card, was about to be introduced.

In the light of this, he added, the propoard reynirevent dink driving

licences should be carried was thought to he reasonable,
