As regards real estate developers, he said they performed a service
to the community and were entitled to earn their "legitimate profit."
Mr. Wong noted it was reassuring to a real estate developer
that any new building completed after the bill comes into effect would
be exempt from control and the developer would be able to charge whatever
the traffic could bear.
