He returned to Hong Kong in 1954 and joined the Inland Revenue
Department as an Assessor. Since then he has served as Assistant Secretary of the then Secretariat for Chinese Affairs; Assistant Secretary, Colonial
Secretariat; Assistant Financial Secretary; Assistant Director of the
Agriculture and Fisheries Department; and Deputy Director of the Commerce and Industry Department.
