However, the rural areas of the New Territories presented a special

problem, the Governor said. "In them, in particular, we are faced with the

phenomenon of rural slums.

He noted that their elimination involved "complex problems" because

of the mix of small factories, pig, poultry and vegetable farms and residential

huts that comprise them.

To find a solution, a pilot scheme was now being worked out for the

development of such an area near Yuen Long, Sir Murray said.
