Citing government statistics, Dr. Chung said the average rent

increases for uncontrolled domestic premises during the last three years were about 130 per cent for tenements, 200 per cent for small flats and almost 300 per cent for medium and large flats,

"These are average rises in rents and some rapacious landlords

are getting even greater increases," he said,

He noted that in the absence of sufficient organised labour unions

in Hong Kong, the government had a greater responsibility to ensure that the weaker sector of the community should not be exploited.
