This could in turn adversely affect primary education as a
whole at a time when all agreed that an improvement in the quality of
education was needed.
"In the light of representations made by Church leaders on
this point it has been decided that it would be consistent with the
principles set out in the Morgan report to reduce the length of the
extra scale from 11 years to 7 years", the spokesman concluded.
