Earlier, Mr. Cheung joined his Unofficial colleagues in congratulating the Financial Secretary for "the lucid way in which he expounded his budget

proposals."

He acknowledged the promptness and sympathy with which Mr. Haddon-Cave

had acted on his proposal for relief to parents of incapacitated children.

However, he expressed the wish that the proposal to abolish deductions for life insurance premia had never seen the light of day.
