He also promised the Council that, in the event of any error in

the calculation or any unforeseen developments which should have been

taken into account in launching the Council, he would seek the agreement

of the Legislative Council for the provision of appropriate financial

assistance either by way of an adjustment in the rate or by way

of a grant.

Further more, he added that the Government would pay the

Council an initial "pump-priming grant or dowry" for spending on

capital or recurrent items.

This sum would be subject to the approval of the Finance

Committee of the Legislative Council.
