The Government, Sir Hugh continued, was also making every effort

to educate the floating population and those involved in trade activities

near the waterfront about pollution prevention.

He stressed that it was essential to dissuade them from dumping

rubbish indiscriminately into the waters. The Director of Marine and some

of his senior officers had obtained useful co-operation and assistance in this

task from local associations visited during the Clean Hong Kong campaign.
