Subject to such exceptions, the Governor believed the best
contribution the Government can make is to provide good access to new
areas, and to provide in these areas land for industrial and private
development as well as housing and other facilities.

quantities of prepared land for industrial use in these areas and he
advised industrialists to consider the advantage of moving to these new
