A consumer complaints service is operated at the Waterworks
Head Office in Murray Building and at the Argyle Street branch office
in Kowloon, but it happens often that when a complainant, after receiving
a satisfactory answer to a query about his water charges, is not then
able to pay his bill on the spot, he said.
