He welcomed the Government's plan for the expansion of technical
education at various levels, but he envisaged that at this stage, the major
hurdle in the development of the Polytechnic and technical institutes would
be the recruitment of technical teachers.
He said it would be necessary to recruit around 1,400 qualified
teachers specialised in various branches of technology, business study and
management science. Industrial training and technical education were
complementary to each other, but were two separate things.
"Many people in commerce and industry were rather surprised not
to hear anything about industrial training." he said, referring to the Governor's
speech.

"I therefore urge the Government to seriously consider the various
industrial training proposals made in the final report of the Industrial
Training Advisory Committee," he concluded.
