Referring to procedural matters, Mr. Woo said the Unofficials
considered it preferable that consideration of bills be spread over
three meetings.
When it is necessary that a bill be passed through all its
stages in two meetings, the Unofficials consider that there should
always be a period of at least a fortnight between the moving of
the second reading and the vote on the second reading.
This should be the standard procedure and should apply even
if the measure is not controversial.
"The point is," Mr. Woo said, "that such a practice would
provide a further opportunity for the Unofficials to consider the mover's
speech as well as representations which inevitably tend to reach us
at the last moment."
