The Government spokesman emphasised that it has always been the responsibility of the authorised architect and registered contractor to ensure that a building is being constructed safely and in accordance with the approved plans,
He said the expansion of the Buildings Ordinance Office staff would
help to ensure that they were carrying out their duties and responsibilities properly, but it did not mean that the B.0.0. was usurping the functions of the architect or assuming his responsibilities.
