"To me it is a constant surprise that there was not more crime in

the estates, considering the very sparse Police presence in them," he said.

Because of manpower problems, 50,000-person estate could have

as little as three beats in it, and visitors to the estates frequently

commented on the absence of Police, he added.

"I have recently made a comprehensive report to the Commissioner

of Police on various ways in which the Force could help to improve the

situation in these crowded estates," he said.
