One of their detailed assignments will be to strike a balance
between the distribution of decision making manpower between the Central
Secretariat and Departments.
A team of three consultants is expected to arrive towards the end
of this month, and will carry out their assignment under the direction of
Dr. A.C. Copisarow, a Vice-President of the Company, who visited Hong Kong
recently.
It is expected that it will take the team about six months to
complete its recommendations.
It will thereafter remain for a further three
months to assist Government in the implementation of any agreed proposals.
